We had the same issue when we loaded the car up for camping, towing our Kimberley Kamper.
With a full fuel tank, the system would go down to Low.

From my understanding, you need to run it from N to H, N is the standard height which should have the pressures in spec.
But indeed, it hasn't moved much if that is from Low to High.

I used the spacer blocks that are 2" or ~51mm, so 35 will work. Work of advice, keep the lock nuts on there, those double direction 'bolts' for the hiem can back out and simple disappear. Not that I know anything about that...

The system was never meant to "run" in high mode. High is just for crawling off-road and poser pics. Long term use at those pressures will likely shorten the life span of the actuators significantly.
