Surface rust, that is pretty much every vehicle in the rust belt. Good to hit it with a wire brush and some rust converter. I've resigned myself to living with a bit of surface rust on the undercarriage, but pretty simple task to hit stuff with rust converter as it shows up.

Cars in general are not rusting like they used to here in Michigan, a combination of better metals and coatings, and dramatically milder winters. My home town is ordering less and less road salt, they shrunk the area they use to store it. They still dump more salt on the roads than necessary, but winter rains help a lot. And our car washes do a pretty good job of undercarriage rinsing, get a subscription, and regular washes seem to help a lot. My '03 LC with 260k looks like the pics above, no body rust, and the rear hatch won't open. Trying to sell it this winter.
