what's running with the key off?

It happened again - a strange clicking/whirring that runs for hours
with the key off and not in the ignition. It sounds like it's under or
near the passenger-side dash. (It's not the 'carburetor' cooling
fan.) I pulled fuses until it stopped, and it's part of the 'Engine'
fuse/circuit. It sounds kind of like an obstructed fan - or a bike
with a playing card in the spokes.

Any ideas? This is a stock 1988 FJ62.

Isn't the relay for the carb cooling fan over there?

I know you said its not the fan, but it might be a failing relay for the fan as that is an item that is "supposed to" run independent of the ignition

also, I have had those sounds related to a windshield wiper relay but that was under the steering column ...and on a 60

Thats got to be the relay clicking on and off cause it cant decide weather its hot or not... Ive heard that noise before...

I've heard that wiper noise too, but only when there is power to the wipers...
 
My 88 62 does it on occasion also. here is some options without looking into it.

Coil(why i do not know but my sound is coming from around that area)

charcoal canister leaking off due to high pressure..check hoses and such

heater coil

fuel pump relay?
 
Well it hasn't made that noise for a few days - but when it does, I'll follow up on the various suggestions above. The fan relay idea sounds particularly promising.
