Here is a discussion about barn doors on a later than yours truck (1962 FJ40 FST). Drop down tailgates might be assumed to have been stock, but it seems there are some exceptions:

Those are later FJ40 barn doors for hard tops. Yours should have a tailgate.

FJ25 HT had barn doors, but no license plate bracket attached.
