What is this on my axel?

What is this? I assume it is some kind of protection for the front axel. Should there be one on each side? Should there be these on the rear axel? This is my fj40. I am the frame and axels sandblasted today and will be removing the axels. Then the build up begins.

I tried to place it here but am having trouble.
 
That is a strap to hold the "U" bolts in place. It keep the inner "U" bolt from walking down to the smaller diameter of the shaft.


The other side of the axle shaft tube is the same diameter so it is not needed over there.
 
The plate between the u-bolts? That just holds the bolts in place so they dont slide down the housing. Only needs to be next to the pumpkin. Rear does not need them. You'll have to cut it off if you do SOA. Leave it alone if not. Tim

SOA is Spring Over Axle, the new spring perch needs to be welded on in that spot
