Not that it helps you, but my apr 1970 does not have the holes you have.
 
My (stock) turn signal flasher is under the dash above and left of the clutch pedal.

They used fenders as well as many other parts that the molds were made years prior. Modifications to where things are were made through all years. SO just because your flasher was inside the cab doesn't mean earlier models with the same fenders didn't have it where you have it pictured. Also it is quite possible you have fenders from an earlier year cruiser.
 
I was wondering if it wasn't just something left over from previous years (or the same fender used for overseas models where possibly on a RHD cruiser the windshield washer reservoir would be mounted there?. So for me I guess it's a spare bolt holder! lol

All the ideas so far were good, and made me go look for things, but they all just checked out negative in my particular case. Does the location of my charcoal canister look correct? I'm still wondering if it's not for some emissions equipment that I don't have any more (even though I'm not fully desmogged), and it looks like the vacuum surge tank is located in my driver's side fender.

I dunno. :meh: I guess
 
My RHD 83 LX has the windscreen washer reservoir mounted there, just behind the airfilter housing ;)
