Short and sweet: does the 4-bolt gasket between vacuum pod and transfer case go in dry?

Yes unless you're concerned that the surfaces are not flat, then in which you would add a nice clean bead of FIPG/RTV.

If you are a nerd you could pull the fork out and lay some dychem/marker and hit it with a lapping/sharpening stone.

No clue what the book says. Anytime I have a fiber gasket I soak it in warm water for 1/4 to 1/2 an hour. It softens the material so the high spots can dig in. Be nice if you could easily plane the mating surface flat on a piece of glass with sand paper. Maybe mark up the area with magic marker and carefully use a fine tooth flat file to see how the surface is.

I use non hardening Aviation Permatex B. I bet the can I got from dad is older than me.

The vac pod is on. I greased the fork shaft, soaked the gasket, put on some FIPG, and then learned the fun Tetris game of manipulating the pod into place and matching the fork to the sliding Tcase engagement gear… with the engine/trans/Tcase installed in the truck.

All bolted up, engagement switch wires connected, off to fetch new clamps for the two vacuum lines and then on to the next task.

As usual thanks to all for the help!

Note to self: the pod is WAY easier to install on the Tcase before putting the engine/trans/Tcase assembly in the FJ.
