As everyone else has already said, plug the two small vacuum lines to the advance mechanism when you set timing.
Advancing your timing a bit should increase the idle speed some.might smooth it out some. Give it a try

Conversely, If you have to retard the timing to get to the mark, you can bump up the idle a bit. Once you have the timing set. attach the vacuum lines and it should run better. Then adjust the idle and carb.
 
The factory base timing of 7 degrees BTDC is a conservative compromise for most markets and expected environment (i.e., not great gas everywhere in the world). There are several reasons why more advance than that can be desirable - high altitude, and removing the smog equipment both need more advance than spec, as examples. About the only time I use a timing light to set my timing is for the first start after a rebuild or a new distributor. After that, i keep advancing the timing a bit a time and test drive it for every change. The optimal timing is as advanced as it will go without hesitation on acceleration, and without knocking or pinging under load. Last time I put a timing light on my current truck (after timing it this way) I could barely see the BB in the edge of the window.
 
I'm wondering bif there is a problem with the carnival? Can't seem to get it to smooth out. The exhaust is steady but has a continuous sputter/miss and not constantly the same. Made a video with the sound but it says I'm not allowed to add videos!?

My BIL did hydraulics on the B58 Hustler. Myself I learned to fly a J3 cub. Worked on Hiller and Bell 47 and Jet Rangers. My fav was the PW R-985 in the Stearman crop dusters. Nothing beats the roar of a round motor.
Have a couple of b-52 guys that have J3 cubs as their other car. One is painted olive with Normandy strips. Pretty cool
