Most of the vehicles in the Middle East have some form of speed alarm installed, either a light, or a really annoying buzzer. I believe it's a state-mandated thing. Everything I drove in Kuwait had something that went off when you went over 120kph.
Those of us who have never driven outside the U.S. will be wondering what the heck we're talking about, here...
And, I'm not sure that it can even be disabled, legally. Probably worth a ticket, if the police ever stop you with it, although I'm not entirely sure how they'd tell if you did disable it.
Trying to fix this, I'd get myself a wiring diagram, and trace the wiring to where it plugged into the speedometer or speed sensor, then back to the buzzer. Somewhere in there, there's a short. The FSM for Dubai should have a diagnostic tree, somewhere, I think.
The Land Cruisers in Kuwait had all kinds of cool little features/bugs like this. The one I saw that I really liked was the dual fuel tank filler neck that had two different openings, one for each tank, with one cap covering the whole thing. No need for a switch, like the Aussie models you see on Specter or Man-A-Fre. If I ever get back there, I'm going to find a junk yard, and rape every 'cruiser I can find for parts.
