You could take the starter apart, replace the nose bushing, clean the commutator, dress the brushes, and clean/reverse the solenoid contacts to make it work. Or.... you could get a 2F gear reduction starter and make that old F engine sing. Search for gear reduction starter for why it's a better starter.
