I hate to say it but a lot of locals keep giving me that same rumor. From what I keep hearing, Telluride doesn't care if they ever get it back open and don't like people coming into town anyway.
I have heard that regarding Black Bear as well, but the Telluride authorities don't seem to as active trying to shut down (or not open) Imogene Pass, which is jurisdictionally similar (both have one foot in Telluride). I feel like I'm missing a puzzle piece here.

Agreed that the "ass clown" was in the wrong in the 4Runner, but OPEN the dang road!

It should take more than just the sheriff to "close" a road, right?

Because it doesn't require as much expensive and extensive cleanup that BB always requires with avalanches and rock slides.

Just my $.02 and there could be other (real) reasons, those are just the rumors I have heard.

Also people aren't rolling down the side of Imogene. Black Bear has a couple "ass clowns" every year.

2 more cents: I also think Black Bear is THE pass. Even when I didn't know what it meant to be "off road", I still heard the tall tales of Black Bear Pass. Just a guess, but along with what @ThatKOAGuy guy said, I imagine Imogene might not get the traffic/doesn't have the notoriety of Black Bear. Might be fewer Yik-Yaks (as we call them in Indiana) and more responsible trail people tackling Imogene vs Black Bear as well.
 
The fun part of BB for me is the section above the waterfall. I really wish that portion could be opened to two-way traffic.

BB certainly has a higher profile so you might be right!
