I have heard that regarding Black Bear as well, but the Telluride authorities don't seem to as active trying to shut down (or not open) Imogene Pass, which is jurisdictionally similar (both have one foot in Telluride). Just my $.02 and there could be other (real) reasons, those are just the rumors I have heard.
2 more cents: I also think Black Bear is THE pass. Even when I didn't know what it meant to be "off road", I still heard the tall tales of Black Bear Pass. Just a guess, but along with what @ThatKOAGuy guy said, I imagine Imogene might not get the traffic/doesn't have the notoriety of Black Bear.
