Depends on your standards and ability. You could grind that down, and bondo it up. You could cut all of the rust away and weld in new metal, epoxy primer and paint. What do other parts of the vehicle look like? Once you cut that away, you may find more rust fun.
I have repaired worse on my son's Subarus. There are tons of great how to videos on YouTube for this type of repair and it doesn't require a bunch of tools. I would recommend using the fiberglass body filler though and make sure you prep and treat the inside of that piece or it will come right back.
