Replaced Fan Clutch, but can still stop fan blades

Just replaced the fan clutch on 1986 FJ60 with Aisin model (exact same size and red color as what was on it). Got truck up to normal operating temp and I can still stop the blades w/ rolled up paper. Temp gauge running about 1/3 to 1/2 way up from cold. It is a cool day today, about 65'F. Did I get a faulty new FC?

No, that's how a fan clutch is supposed to work. There is no need to send power to the fan, if the engine isn't hot.

If you want to test it, just get some newspaper and hold the fan until the coolant temperature starts to get a bit over ~3/5 and the thermostat opens, then let it go. It should lock up within a minute or two if the engine is hot enough.

Lock Up is a misnomer. None of these fan clutches actually lock up solid. The silicone fluid in them will pull the fan up to about 50-75% of engine speed, IF needed to cool the engine. They will NEVER lock up and run 100%. John
 
(1) Determine in F how hot the engine is... (2) Don't try and manually stop the fan clutch... Get the engine up to operation temp....shut engine down and the fan should have some resistance when you try to turn the fan by hand (engine off).
