i believe all counties require "smog" testing but some counties probably the ones youre referring to, do not require biannual checks, only when the title is transferred. i know because i had a VW "Thing" with a porsche motor registered in Sierra county and i never needed to get it smogged except when i sold it.

It is simple if you lived in Nevada and the vehicle was registered to you at your Nevada address. In this case, when you moved to Calif. you simply payed a one time fine/fee/bribe/whatever, and that was it. Now days I don't think you even have to pay the fee?
It is a whole different story if you simply visit Nevada and bring back a Nevada registered vehicle---good luck
