Going to be cutting out the rear quarters for some new panel replacement on my 1980, question:

1) How do I cut around / remove the steel that surrounds the fuel filler? Any tips to being non-destructive?
2) Should I drain the fuel tank prior to cutting (I assume so)

Any advice or pictures?

Draining the fuel tank? Guess I don’t know what to tell you but even if the tank is drained there are gas fumes which can be explosive. I would drop the tank just to be sure. One other thought would be to drain it and then fill it with water, just a thought. What do others think?
 
Draining it is worse than having it full, as only vapors explode. If it bothers you, pull it. If you leave it, be sure the cap is on and pay attention to where you are welding and meltable things nearby.
 
If you are welding in close proximity to the gas tank you should definitely drop the fuel tank.
 
Def drop gas tank, you don’t need to worry about catching fire when your welding
