Can you manually check the AC switch to see if it is opening and closing? If you are 100% sure the wiring is good I would start looking at that controller.

There is a datapoint on this thread where a member attempted to use a 3 knob controller that had a rear heat button and his LC did not have rear heat. It created an issue and he had to get another 3 knob controller. If your LC is a Southern model it is unlikely you have rear heat. Find a 3 knob off of Ebay or a salvage yard that has just the Rear AC button and not the rear heat. Easy peasy.To be clear, I have an 02 with nav. How do you know you have rear heat? I do not have rear heat yet my controls in the rear have an adjustment for it. There is not rear heater core in my vehicle.
I was asking @fblainen how he determined if he had the heat. I haven't seen many with the heat in this area so I was surprised.Look under the seat for the heater and blower...

Just wanted to check back and let you all know that I confirmed AC and Heat in the rear of my 02 LC.
Moving the rear ac controller to cold will blow cold air out the top vents in the third row. Moving it to heat will blow hot air out the bottom vents in the middle row. Here's a photo of my rear AC controls.

Post #180 has a pic of the Rear heat button.I have that same controller but my vehicle does not have the rear heat option. I do have middle seat vents that are near the floor that will put out heat. I believe the rear heat option was that is on the 3 knob controller is for the supplemental rear heat that is under the drivers seat. In this thread go back to Post #136 and read about @m3kachu issues with using a 3 knob that had a rear heat button. It appears to matter what setup you have.
I just went back and reread. @Parbo in post #180 installed the 3 knob with the rear heat button. He could not get his ac to work once it was installed and he has not reported back.Post #180 has a pic of the Rear heat button.
Yes, you are correct.I did read that. His issue was his 3 knob only had a button to turn on rear heat. So the normal three know with the Rear fan button should allow me to continue to use my rear heat/AC controls, correct?
There it is. Fully functional air conditioning. I also tested the diff lock switch, hazard button, anti-theft blinker, seatbelt warning, clock, rear aircon. I have yet to test the rear defrost.

I'll take a better picture next time. Here's proof that the 70-8113 harness works (at least for my chassis). I got a quad-core Android 5.1 touchscreen headunit (~$250-260) from overseas, a mount kit with curved fascia trim piece and install brackets (~$50) on eBay. Tethered to my T-Mobile smartphone I was able to install apps via the Google Play store and I installed Spotify, Pandora, Waze, Torque Pro, and a couple of parking meter apps. Monday I'll tackle the actual sound with updated speakers and a tiny Class-D Kenwood amp, but I want to deep clean the carpet before anything else.
