Phantom wire behind steering wheel pad?

Hi all,

Replacing the clockspring in my 99 lx470 today as my horn and cruise control weren't working. Ordered OEM part, took off the cover and found the circled wire 'mounted' on the left side of the steering wheel with a clip.

In support of getting help, I've posted a pic of the clip 'mounted, the inside of the clip which has two wires (black and green) coming off of the cruise control clip.

I've looked under/above the steering column and don't see what this should plug into?

My guess would be something with steering wheel controls - audio/phone - that wasn't on your truck or available in your market.
