I ordered one of the metal casings (15620-31060) and it already has the center perforated tube in the middle. Do I need to take that one out and replace it with the existing one from the LC plastic casing? Mine is a 2011.

no, its all ready to go. apparently its not ready to go as is, i though that it was a lc p/n. swap the center tube support and spring then your good to go. i would keep the plastic one as a spare

Yes, you need to replace the tube with the longer one from the LC.
 
It's simple to switch it over. Here's how to do it:

The perforated tube already comes with the cap, but it's too short (since it's meant for the Venza part # 15620-31060). It's super easy to swap your tube over to the Venza cap. You just flatten out two tabs, then push-and-twist the tube to get it out. Then do that in reverse to get the tall tube inserted.
