My PO has the seats reupholstered and they look great. I have never seen headrests like this though. Have you?

Looks like they were stolen from a dental chair.

From about 73-78? USA was an option ... elsewhere got them as well

Somewhere between 73 and 78 the style changed. Not sure when they changed but the style in the original post are harder to find. My 73 FST had them when I bought it. The seats I bought out of a 74 had the plugs used fill the holes on seats without the optional headrests. My 76 had empty holes and set of seats I picked up with the 76 had headrest of the later style. The few other sets I have are the later style as well.
 
There is another thread on this - those were a ~1-year headrest. Fairly rare.
 
I see a part number change 9/75. So 73-75 model for the rare. My guess it was not a popular option on the 73-75 models which why 76-78 model headrests are more common. Because my 10/75 (76 model) had empty holes hard to say if it had the headrests or plugs. As hard as the restheads are to remove verses the plugs guessing it had plugs.

IMHO they look stupid ... and hence they didn’t sell lol

They weren’t the only ones with stupid looking headrests at that time :meh:
 
I saw a set on Ebay around Sept. I spaced the auction end date and missed them. They sold for under $100 if I remember right. I like the ones I have better, but they are unique.
