I put the new relay on yesterday and found that with a good fuse and right connections, the horns did not work. Any tests I could do such as an ohms to determine the problem?
 
Are the horns grounded? Can you hear the relay click when you push the horn button?
 
If you can hear the relay clicking, but no horn, does that mean the horn isn't grounded properly? This sometimes happens with mine.
 
Yep, or there's dirt between the relay contacts, but OP says his relay is new.
 
Relay is new. funny thing is that when i put the old relay on the passenger fender, the relay usually clicks, but when I install the new relay the relay clicks once then stops clicking all together.
 
In that case you may have a poor connection, dirt, corrosion etc. in the horn buttons.
 
Correct. You have to remove the center pad also, there are 3 long screws holding that in place.
 
There are three contacts for the horn button, and one to connect the steering wheel. Fleas and coat with Never-Sieze or similar product.
 
so the relay is clicking now with the horn buttons engaged, but the horn doesnt sound. I figured soaking the connectors in silicone and letting them sit for about 4 hours running to the horns would do the job but it didnt
 
Unplug and test each horn one at a time. Cut a long piece of wire and touch one end to the horn terminal and the other to the + batt terminal. No noise, no ground. Or you could have a broken horn wire.

Or both horns are dead. Not likely but possible.
Why did you change the relay?
Did the horns work in the past?
Is the wiring stock or do you see modifications (by the PO)?
Do you get 12V on the output (H) terminal of the relay? You can check that with a test light if you don't have a volt meter.

I am getting 12 volts at the h terminal and horns do sound when I run them from the positive terminal. I will trace the green/ white tracer wire from the relay to the horns. My problem lies in these wires

Just reviving this thread.
I'm putting things back together on my 77 after a re-paint, and all i'm getting is the relay "click" when I hit the horns.

I tested the horn from the battery and it works fine. Original wire harness, in pretty good shape.

Does the relay need to be grounded? This could be my issue as the fenders were just painted and not screwed on tight yet. I did jump the relay from the nut holding it on to the negative on the battery with no change.

I am getting 12V on the "H" terminal.
Thoughs?
 
I have a new oem relay. Does it need to have a ground wire? I can get the horns to work by placing positive 12 volts to the post on the horn and ground to the negative battery post. I'm not able to get the horn to work by using the buttons on the steering wheel. Any suggestions?
 
No the relay doesn't need grounding. When I had similar issues it was always minor corrosion buildup on the horn buttons. Also check the copper disc under the steering wheel for poor contact...
