Did you try the ground wire from negative battery terminal to steering shaft as suggested above?

I don't know how that would work. the steering shaft turns quite a bit and I think that the constant turning would cause the jumper wire to break after hundreds or thousands of turns of the steering wheel.

I think his suggestion is for testing purposes to confirm it's a grounding issue at the box or rag joint, or if its from rag going into the column.
 
Okay, we're getting somewhere.

If you have the 1973 steering column and the steering wheel with the three horn switches in the spokes of the wheel, the steering shaft is connected to the steering box through a "rag" joint.

The rag joint should have a jumper wire and some contacts to transmit electricity from the steering shaft and into the ground of the steering box. (The steering box is bolted to the frame, so it's grounded.)

The horn beeps when the power supplied to the steering wheel is connected to ground through any one of the three switches. The ground path is from the switches down the steering shaft through the rag joint and into the steering box. If the ground path through the rag joint is only there on a left hand turn, it's likely there's corrosion, paint overspray or some other insulator interfering with the path.
Man, I learn some new stuff every day on here!! My 74 has some intermittent horn and I couldn't understand it... Ragout joint is very worn and due for replacement. I have to do the box too.
 
Update... Checked everything twice, sometimes three times to figure those out. I installed a new driven gear thinking that was it. The gear that was in the TCase looked to be in great shape. Got a new cable from CCOT. The new cable when compared to the one one appeared to be longer.

The only thing that looked abnormal is there were a couple of bends in the cable there it snaked down the firewall and turned under the tub. I never knew these bends were there until I pulled the old cable completely out of the FJ40

I don't know if those bends restricted the spinning of the cable but that is my best guess
