When a hood looks bad like that, and the adjacent panels look fine it's because the hood has been previously repainted - either poorly or with cheap materials. Getting quality work is the best way to get a long term match with the original factory paint.

Not necessarily. My factory hood paint failed well before there was any sign of the fenders. Engine heat contributes.

Agreed. Very common here in Texas to have hoods and roofs suffer from the Sun...while the vertical panels still look very good.
 
Hoods get repainted a lot, cheaply, often by dealers, and 2nd and 3rd owners often don't have a clue, until they leave it out in the sun.
 
you can get a fairly good for the money paint job from maaco, your going to have to do the prep work yourself and take care of any ppther imperfections before it gets painted. they have different levels of paint work, don't even bother with the 200 dollar special I think that they just have the new guy do the paint job out back with a few rattle cans
