I was taking out the rear panels when i saw this, can someone tell me what this is suppose to connect to and why it is disconnected?

I had the same question a while back when I was tracing my sunroof drains and CDAN was right there for that one too. I thought that was my picture at first.

uhhhh wow, i really missed something. you said it was too small for sunroof drain, and it was a rear window washer for a vehicle with barns doors. I think i missed the joke. What is this for again?
The "tube" is really for a rear washer for a vehicle with barn doors. It's bundled in the harness and they use the same harness for multiple applications. Some 80's have side-swinging "barn" or "ambulance" doors and there is a wiper and a washer on each door.
