While I have no dog in this fight ( I have no interest in buying the Cruiser) and based on my own experience in the State of Georgia
if the gentleman has a tag, tag registration and a Texas title than you can bet it is legal at least in the eyes of Texas. While I know little about how California does things as a general rule Southern States have a very independant attitude when it comes to the federal government and probably have little interest in EPA or import rules.

Like I posted, that is right by me. I'll try and go check them both out and report back to you guys. I recognize that pawn shop, they have had a small used car lot at the same business for several years. I have never done business or talked to anyone who has done business with them though.

I agree with you. I can tell you that this will not be able to be titled in California, they don't care about what any other state says, they will do there own inspection and the first thing that is missing is the steel plate (or sticker on newer ones) that says it passes all Fed and State emissions and safety. If it does not have this sticker then it most go to the referee and he decides if it is allowed or now, and the referee now a lot about the vehicles and what is allowed and what is not, usually they start with the simple things to exclude the vehicle in this case it would be the 1HZ engine, They know what engines toyota had and sold in the US and the 1HZ is not one of them and there is not exception for the 1HZ (that I am aware of) so they would tell you no it cannot be titled or registred in CA.

Again that is how California rolls they are hardest out of all the states, many others would be fine with it since Texas is fine with it. or have softer rules.

fwiw, his rig is now living in CA and titled here. no bs, no hassle. the new owner took it to the DMV and has a CA title for it.

and we just installed some "upgrades" which make it even more fun to drive.

What the heck is this again and what year is it. Good work to the one who got it titled in CA, another one slips in and now that is here and titled you are set in CA with it.
