Ignition OFF but stereo and Cig ligther works

Wrapping up work on my LX450 and noticed something odd after replacing the dash. The stereo works even with no key in the ignition, and the cig lighter does too. Is that normal? I never checked before the dash swap, so not sure if it was always like this. I have had some battery drain issues off and on, so I’m wondering if this could be part of the parasitic draw I’ve been chasing or is this normal for a 97 LX450.

So the cig lighter fuse under the steering in not part of the circuit cig lighter, stereo and the clock. I took it out and nothing changed. Looks like the prevous owner had the wiring modified. I knew there was a drain but my guess was it was the security system. Never paid attention that some items work directly. Its no a challenge to trace the wiring back to the fuse box. Wish i had known it when the dashboard was out.
