as a bullet hole in sign expert, i can say with one hundred percent certainty that those holes were created by some form of firearm. I live in SW PA and while it is no where as "country" as some places, it seems that one of the favored quarries is "road sign"

Yes, those are bullet holes. That's one of the (legitimate) gripes the BLM might have out here.... Anything that is left out in the desert is guarenteed to have holes shot in it!
