So I was installing the pistons into the short block I'm working on (1fz-fe) and something happened with the ring compressor while I was punching Cyl 5 in. It allowed the oil expander lower ring to pop out and get ****ed against the deck. I need to replace both the lower and upper oil expander rails (rings) but not sure where I can source just those parts and I don't want to buy a ring set for $350 just for those two thin ass rings.

Cylinders are bored 0.020" over

So the short answer is, no, you can't buy the rings individually or per cylinder. UNLESS there is an engine builder / machine shop around that commonly stocks this size, unfortunately in most areas, there aren't many engine builders who rebuild engines more complicated than a Briggs & Stratton. The two I found who do automotive engine rebuilds didn't stock the ring I needed.

I ended up ordering a full new set online from NPR which was a lot cheaper than the $450 that Mr. T wanted.

True, but this stings more because this is a build for a client as my after-hours job. So just ate into my profit.
