It doesnt look factory to me but I don’t have any real world time in an 82…. someone on here will know.
 
Not a factory choke or switch, or radio :) could do anything! Stick your head from the passenger side look up, maybe you can spot the wire and follow thru the firewall.
 
yep, like Oak said.. check behind the dash with a light and an inspection mirror/gooseneck scope and see where the wires go. Definitely an add-on by a PO.

It very likely does nothing. Probably whatever it did at some point is now controlled on the panel below it. You have a lot of non-factory stuff going on there. Guessing the previous owner is not around to advise?
 
It does look like an interior low watt light. Un-screw it (if possible) and see if there is power going to it, or if the housing is just missing the light bulb. Grab a meter and follow the power if any wires are connected. Is there a door switch mounted anywhere for an interior light? Just a thought......
