The bottom of the fuel filler neck has these three small holes. Are they supposed to be here?

Mine only has a single hole. Used to attach the chain for the gas cap. I always drain my tanks outside on concrete if possible. Use a funnel and five gallon jerry cans. Pull the drain plug and let it go. Gets a little messy if it's over five gallon getting the plug back in to change cans. Lucky most the time it's not. Speed it drains depends on if the gas cap is on or not.
 
Ah! Gotcha!

Now I need an OEM cap with a chain.

Add that to the list!
 
Most likely a PO ran into a vapor lock issue and drilled a hole on either side of the chain creating a vent instead of replacing his vented gas cap

Any downside to leaving it as-is?
 
I hooked up my bib lights, the ones indicated below. They come on when the headlight switch is pulled out one click. They go off when the headlight is pulled out two clicks.

I can’t understand this. Can someone please offer an opinion?

My headlights work perfectly. They turn on. The drive lights work. The pass (bright) lights work.

I replumbed the fuel system.

The plastic in line filter is temporary. I’ll put the factory unit in after I finish cleaning the system.

Yep that's the way they work. Only on as parking lights not with headlights. Never checked to be sure but think my 70 parking lights that are in turn signals may stay with the headlights. Yours is actually a 69 which is like my 68.
 
BTW that is a nonvented gas cap ... with that cap I would definitely keep those holes open :)

Would the OEM gas cap have been a vented cap?

Would the fender lights be on with the parking lamps, and off when the headlights were on?

Would the fender lights have been the turn signal lights?
 
Parking lights and turn signals have always been separate. Something like 8 watts for parking lights and 23 watts for turn signals. Not sure if the change in the light switch where the parking lights were on with the headlights was the 70 model or a little little later. Away from my 70 right now otherwise would be easy to check.

The chain on my caps attaches to a hole on one of the tabs inside the mouth of the filler neck.

What bib light? 70 model bib lights were gone. That and the reflectors instead of clearance lights is why I know you is a 69.
