Fuel smells 2007 100

Another posting, this time my experience, with fuel smells and I believe related, engine will not restart. Dealer installed new fuel pump, fuel sender, fuel relay, EVAP (complete), and yet problem persists. Smell when left idling long periods (border crossings and dog must wait in truck, 100F outside). Won't restart when over 100F and normal driving conditions. I believe both are related but cause different symptoms. Its not about old components. Its not about bad fuel ( happens in CA, AZ, Central America). Smells go away when I resume driving. Scares border control as AC evaporation runoff and smell makes them think the worst. Restart eventually when I lift hood, open gas cap, wait 30 minutes. What am I missing?
 
The fuel line runs just inside the frame rail on the driver's side of the vehicle. It is very close to the catalytic converter. I have full ASFIR Skid plates and they hold in the heat and it seems this causes the fuel to boil causing the exact same problem. I drilled a few large holes in the skid plate in that location to help the heat escape. I also wrapped the fuel line for a couple of feet in that area with insulation made for that purpose. Its been a year since I did that and the problem seems to have gone away.

Yes I have a skid plate perhaps where you mention. I will have a look at that tomorrow. Thank you!
