G'day,

My guess would be that it was once used to connect a small length of chain to the fuel cap. This way when you fuelled up you wouldn't loose your fuel cap, if you forgot to put it back on. Just a hunch.

That is what I thought too - but the chain for these can connect to the inside of the filler neck

Square nut tells me not OEM
