FJ40 Bumper Mounted Warn 8403 - How to remove bottom bolts?

I'm a bit stumped. Have an old Warn 8403 mounted to the bumper (PO) ... looks straight forward to remove but I can't see how to remove the bottom bolts that attach the fairlead? Nuts on winch side are square and fit slot, so don't rotate (so can't remove from behind); on the front are 1.25" diameter recesses with a smooth headed something that goes thru fairlead and bumper to winch. I can't seem to see how to spin the bolts to remove nuts (and hence, winch). Am I missing something?

my WAG is to use a cutoff wheel and cut the welds that hold the plate the winch is bolted to off the front bumper.
the PO probably mounted the fairlead first then the winch to the plate then welded the plate to the bumper
by the looks of the cracked welds, probably a good idea to look over the entire mount and repair
 
Looks like a freeze plus in the hole, stick a self tapping screw in there and give it a tug

Great call on the freeze plug ... Thanks ... Though I am moving it to mount on my new ARB, I want to keep my original as unmolested as possible.

Great call. Now that you point it out I can see it clear as day...ok a cloudy day. Good call.
 
Decent antitheft devise. Prob took the previous owner a few tries to find the right size.
 
Looks like the fair lead was machined to fit them.
