Not Scottsdale but I work right in the middle of the P83 district at the Peoria Sports Complex. There are probably 50-60 of these right around me. Seemingly on every street corner. Haven't seen many people riding them though. The few I've seen seem to stick to the bike lanes, but it's much less busy over here that d-town in Scottsdale.
Are you looking for a specific city ordinance or enforcement? I have quite a few contacts on the Scottsdale PD I can reach out to if you need something specific. Anytime I have been downtown Scottsdale they are all over the place.

Just curious In the end I will just do what I want unless I see signage and even then....
I guess they are handy if you don’t have a car but in Santa Monica and Venice they are all over the sidewalks and becoming a nuisance to pedestrians and drivers since people ride them on the streets. SF banned them. I would think with people in AZ driving faster than ca, it would be relatively unsafe on the streets, plus the ample parking in AZ negates their need IMO.

That's a good question to the exact legality. I've heard they are trying to put some new laws in place for electric bikes and scooters I presume too. Lots of them down near where I am at. I've heard about some bad crashes.

Tons of them in Tempe around ASU (the rental kind.) I see people riding them there. They definitely have a purpose, but I hear they're banned on ASU and UA campuses. Not sure what other cities have ordinances?
They are like locusts in Santa Monica. Count me as a "Nay".
