Cowl Vent???

I have a 74 FJ40. My cowl vent is rusting out at the bottom. This is allowing water in the cab when it rains. I was wandering what the vent is for in the first place???? And second would it be ok to put a blank off plate over it and seal it up??? Any insight would be great.
 
It is a vent, just as the name implies. On earlier trucks it was functional. It is merely a decorative piece after 1973, and was removed completely post 1976.

A block-off plate sealed up will be fine.

Pull the instrument cluster out and you will see the drain tube in clear sight. I replaced mine with a 5/8 inch heater hose and a worm drive clamp. Took about 1/2 hour.
 
Yea I have new hoses on both drain lines. but it still leaks. After further inspection the bottom is rusted through. Thats why i want to blank it off.
