looking down the throat of my Holley 2 barrel. I noticed that the gas jets don't deliver the gas straight down the tubes, just near them. That doesn't sound right, but I guess I never noticed that before. I've been having hard starts for awhile, maybe this is one reason??

Not enough info provided to determine the cause of the hard start issue. Additional details are needed.

the basic question is should the jets in the carb aim straight down the throat or is nearby OK
it's been too long since I did any carb work...

Assuming that you are referring to the accelerator pump nozzles, in my experience they do not squirt straight down.

I believe the design is to help the fuel mix with the incoming air better. ✌️

I think, with the engine not running the accelerator pump will squirt a stream, but while the engine running that stream breaks up as it passes thru the venturi and is atomized with the air.
