I don't think there are kits available for those years. You have to mix parts and make your own gaskets. You might consider letting a pro do it, like FJ40Jim or 65swb45, vendors on this board. Do a search for their user names. Jim is in OH.
 
What do you mean floods?
Under what circumstances?
If it is flooding when you pump the pedal, that is normal.
 
might jut be some dirt ,sometimes just cleaning them and changing the fuel filter cures them but not always

They do not have a viton needle, so any dirt that gets into the needle will prevent it from shutting off fuel flow, allowing the fuel level to go up the glass and flood.

Another common problem is the soldered brass float leaks & sinks, giving the same symptom.

Kit is still available from Toyota, AFAIK. 04211-60114.
Or get the Keyster equivalent from Kurt at cruiseroutfitters.com.
The float is discontinued from all sources.
