Battery Tray - plastic dip?

While waiting for my engine bay paint to fully dry, I pulled the battery tray off the shelf to refurbish. Never looked at it closely but I’m thinking wow this has no real rust. On closer look I noticed it’s completely covered in some sort of plastic which is starting to break off.

Is this original? If so, isn’t it kind of funny that the folks at Toyota were like…listen guys we have to do something about preventing rust on these battery trays. Forget about the rest of the car but this battery tray can not rust out this time.

Jokes aside, I’m tearing off all the plastic. What do y’all recommend spraying / coating it with? I was thinking raptor liner…but I don’t think things through like you guys, would that be a mistake? Or maybe plastic dip it?
 
Can of spray rubber like the guy that advertises spraying a screen door and uses it as a surf board.

Pretty sure they came painted from the factory without any additional coating. Of course that doesn't mean you can't coat it yourself. Obviously just make sure there isn't any rust lurking underneath first.
 
 
The 4 55’s I’ve had were a rubber dip
 
I powder coated my 1977 tray
