87 4Runner fuel pump doesn't turn off after several seconds of key turned to on position

Noticing a strange thing on the 4Runner. I can hear the fuel pump when I turn to the on position without starting but unlike other vehicles it doesn't turn off after several seconds. I don't know if this is related but when I jumped the diagnostic connector to check timing the warning lights on the dash were all on and the check engine light didn't blink.

fp should never run at koeo
chech wiring at the relay and make sure the afm isn't fubar
 
Shorting fp and B+ will cause the fuel pump to run in the on position. Are you still jumpered?
 
I wasn't jumping those 2 just the 2 to check timing. I mean if I put the key in with no jumper and turn to on without starting, I can hear the fuel pump running and it doesn't seem to ever shut off.

Give your AFM a light tap. It could be stuck open slightly enough to "trick" the ECU into thinking the engine is running.
