I am not sure they care about getting mold. Seeing the "mods" they have performed, I am certain safety and health standards are not high on the list.

I know nothing about where it is, but if it's being used to run a boat a mile or 2 to boat ramp and back in a small village, i don't hate it.
There's sea side towns in Australia where every 2nd house has an old tractor parked in the yard for exactly this.
Family will load up in the boat, and ride in the boat behind the tractor to the boat ramp, or to the beach to launch from the beach.
