Was hanging out on Lummi Island, Washington this weekend and came across this gem. I guess rust free 80s never die. They just get remade for a new task.

surprised they didnt strip the carpet out just to keep mold from developing
 
I am not sure they care about getting mold. Seeing the "mods" they have performed, I am certain safety and health standards are not high on the list.

No B pillar = no front seatbelts; rear view mirror flipped over and guessing bolted to dash and lastly the what looks to be boat canvas covering the cut line on the body.

I know nothing about where it is, but if it's being used to run a boat a mile or 2 to boat ramp and back in a small village, i don't hate it.

There's sea side towns in Australia where every 2nd house has an old tractor parked in the yard for exactly this.
Family will load up in the boat, and ride in the boat behind the tractor to the boat ramp, or to the beach to launch from the beach.

I bet that's exactly what this setup is for.

My only memory of Lummi island is being chased by aggressive dogs when I would ride my road bike up there (it's close to where i went to college in Bellingham ~20 years ago).
 
All could be correct as WA doesn't have vehicle inspection requirements to the extent other states have. The tailgate is down but knowing the officers around here the vehicle should be plated and therefore road worthy. To each there own!
