Gday fellas , first time poster just wondering what the go is with this hard plastic that's been on since before paint it seems , trying to remove some rust and not sure whether to keep pulling it off.

I've never seen a door that looked like that. The lower door edges have a folded seam, and drain slits.

Has the appearance of seam sealer to me. Probably not factory but probably better than bondo or silicone
Ditto all the above, does not look original, more like quickie (?do-it-yourself) body/paint work.
Check the outer door skin for signs of previous damage/repairs, paint over-spray, etc. Check the inside bottom of all the doors, that's
a known area to find rust (behind the weatherstrips/door seals under the seam sealer).
