Follow-up:
First, thanks for all the feedback. My rig is Apr '77 so I have the correct switch. (which I had to repair...see below).
I was previously testing the wiper motor while it laid in the floor board. When I grounded the motor everything worked correctly! It's funny how no ground caused it to work as described in my OP.
As mentioned, I had to repair the switch. In case someone has the same issue.....The square shaft had pulled out of the black (bakelite?) slider, busting-out the two-stage slot that allowed shaft to be installed, and, retained the shaft once installed. The switch was disassembled carefully with pics taken at every step.
I fashioned a small, rectangle piece of sheet metal (0.03" thk) with the same dimensions as the front of the slider (including correct slot profile). This piece was JB bonded to the slider. Switch internals were cleaned and dielectric grease applied to slider, detent ball & spring, ground bar & springs. Assembled & tested. It my not hold but it is working well for now.
