It's super likely the retractable door that changes the HVAC airflow from outside to inside has been damaged by someone who didn't know the system must be in RECIRC to access the cabin filter compartment when the filter is changed. You can check this by putting the HVAC in RECIRC and then looking at the retractable door operation when you change from RECIRC to FRESh. Access the filter area by removing the small panel at the back of the glove box. My bet is the door won't move properly. Don't force the retractable door to move. That's what breaks the mechanism. There is a fix from a Mud member. I'll dig up the link.
