Hi, long time lurker. My 2001 LX470 is not starting. I will try to explain the best I can, not a great mechanic and a worse electrician.
Vehicle details: 2001 LX470, 270,000 miles, stock other than BFGK02 wheels, light bar and aftermarket pioneer radio.

Did a water crossing on Mojave road, was up to the top of the wheels, but seals are old and a little bit of water leaked into the car, front driver and passenger foot wells. Noticed immediately the radio stopped working and the power door locks would not work without the key in the ignition. Fuses 14 (radio) and 17 (ECU B1) repeatedly blowing. Everything else worked fine. Completed the drive, beautiful drive.

Got home and too the carpet out, disconnected all the wiring harnesses I could find, took out the center counsel and let everything dry for a few days, inspected wires and couldn't find anything that looked damaged. Still repeatedly blowing fuses 14 and 17. Car started and no warning lights on, but power locks and radio fuses still blowing. The car also only seemed to start with specific keys. Now it will not start at all. The car does not crank, everything powers up but no crank no matter what key I use.

I think this is related to a bad ground involving ECU-B1 given this does seem to involve the security system. Obviously there is a short, likely the same place is shorting out both the radio and the ECU fuses. I am not sure where the ECU-B1 is and where it would be grounded, from the diagrams it looks like it would be under the dash??? but not sure. I appreciate any advice on where to look for possible grounding and if this seem likely to be the source of the cars refusal to start.

I have a techstream, but not sure how I could use it to gather information or test things.

I hope this hasn't been asked before, and I appreciate any advice or help.
 
ECU-B fuse is in the fuse box near the battery. If that guy pops, your clock will also not hold the time when the key is removed from ignition. Yes/no?

Water may have sloshed its way up there under the hood.
 
Old thread I see, but I have the same general issue. Water leak from driver's A pillar causes #14 and #17 to blow. It's been two weeks of hot weather and fans so everything should be dry now, but they still blow. You ever find culprit?
 
If anyone else runs into this issue, we figured out it was the amp. Don't know if water came in through leaky sunroof (it showed a rusty spot on it) or it just got old and was a coincidence. But apparently the circuits from both fuses 14 and 17 run through it. Just uplugging the amp solved the problem and everything works again, except for sound from the radio, of course. Replacement amp from ebay on the way. Will update after I get it installed to make sure there wasn't some other problem, but for now fuses don't blow and I can use my mirrors and power locks again.
 
Final update for future generations: used amp from ebay works just fine. Everything back to normal. Hope this helps anyone with the same issues.
