Saw this rig today on our way today to the Museum of Science and Industry in Chicago.

Claims a "frame off restoration".......rain gutters are almost filled flat with some type of putty, rear gate hinges are pulling away, wavy panels that sound very dense, missing hardtop bolts.......🤔

I have no issue with these problems, but I have an issue with them calling it a frame off resto.

I guess the missing hardtop bolts and rusty muffler are not part of 'the last detail".

It’s a South American rig all the way . No roll bar, no rear red side marker lights, S. American seats & Rear hatch door configuration. If it was US model it would have ambulance doors being 1978, a roll bar & rear side markers. Toyota didn’t make ambulance doors for SA market FJ40s. They did for BJs.
Most likely from Venezuela from the Vin#.
It’s what you expect for a South American Cruiser. They like to molest their Cruisers down there. lol

They took the tub & body all the way off & painted underside of tub nicely. They addressed chassis-repainted frame & axles etc. The level of restoration appears to be frame off.
However, being a South American rig, from my experience this restored cruiser will most likely sell for half their ask price, low 20s. 25k tops. Unless A big sucker walks on their lot.
