Dunno if it's the same guy, but there was a guy on RC forums that was one of the first to be documenting his steel scale RCs a few years ago. From what I recall his process seemed fairly straighforward -- he would cast/replicate the original RC body section in solid 2-part resin to make a die positive. Then he'd take a piece of thin steel sheeting and put it over the resin die form, then form it by basically rubbing the steel with fingers/sticks/tools/etc. Kinda like sheet metal stamping, only done by hand with much thinner metal.
