Wiring question, where DID these go...?

A pair of wires in an heavy sheathing that go through the floor directly under the driver's seat (see pic).
My FJ is full smog and I'm thinking maybe O2 or cat sensor? Someone has cut them off underneath the vehicle and I want to either reconnect or remove...

That is what I was thinking, looks like someone put a replacement cat on without a sensor and just hacked the wires off...but I wanted to be sure.
