I am trying to find a part number or figure out what the clips were that hold the wiper harness to the windscreen frame. If anyone knows where to buy those or has some for sale I am looking for a full set, there may be 7 or so. This is for a 1971 so top mounted wiper motor.

You could make those for almost free. 1/2" wide, 1/8" thick steel. Bend metal around a socket with a hammer/pliers; pinch tight in a vice. Drill hole threw both tabs, Hacksaw the tabs off past the hole, then cut loop in half - you now have 2 clamps. Stainless would be nice but way harder to cut/drill.

There are zipties with a screw hole a dime each

Holy cow 1/8" thick? I'd probably go with 20 to 22 gauge sheet metal. I removed some a couple of months ago, they're pretty thin.
 
Even sheet metal can use electrical shrink tubing wrap, or Plasti Dip, to electrically insulate your homemade clips. I'd make them from 16-gauge (cut-off wheel) or 22-gauge (hand sheers) 'weldable' sheet steel from the hardware store. I often employ super-malleable, 1/16-inch, 'bailing wire' with shrink tubing to secure parts of the harness - that way you don't have to cut and replace zip ties, and that it is something more than just aging plastic that is actually securing the harness.

Or, Hillman Group offers 'vinyl half clips.' Is that the part you are asking about?

Zip ties are good enough for the Mars Rover, and will probably outlive us all tbf.
Personally I prefer the look of lacing cord if you have a nice spot to secure it to.
 
Post up a "wanted" in the classified section on main page. I bet someone has some in their parts stash.

Metal and insulating-plastic, instead of just plastic for securing the wires - so that the harness stays in place even if it gets hot enough to melt the zip tie.
 
The zip ties/fasteners on our 50yr old Chris Craft Lancer fiberglass boat seems to be holding up well.

That's seems quite a likely failure mode at this age, although self-releasing the melted harness might be handy too haha
