Windshield Wiper Woes

Having an issue with my 60's windshield wiper controls. For reference, its an '85 24v HJ60. The wipers only work on the Intermittent setting. Nothing happens on the low or high setting, so when its raining hard there is some visibility issues. FSM trouble shooting section mentions the relay could be the issue if nothing was working. But since the INT is working, maybe it is something else? Also looks like there is 2 different wiper relays under the dash. Anyone had this happen? Or have any solutions to get my hi-lo wiper settings back. Thanks!
 
Until you get it figured out, apply some Rain-X to the windshield. You won't even need wipers then. Seriously. Stuff is amazing.

I'd start small and replace the relays, once replaced I'd take a hard look at the switch itself. I had to replace parts of my column switch because it was so old and the parts simple wore out for the high / low beams and I can imagine the same can happen to the wiper control
That's good advice, I would imagine 24v relays a bit harder to find, but I suppose there is a chance Toyota still has them.

Yes. Apply after thoroughly cleaning the windshield sparkly clean.
You can drive in the rain without windshield wipers. Easy to see. Water drops roll off. I've done it lots of times. You need to reapply it every so often.
