As far as I could tell, up until 75 when the body changed they could go either way, hard or soft. My 73, which I just put an Ehsan top on, cause I crushed my hard top, had nearly all of the bolt holes in place to make a factory soft top. Also the footman loops of course. The only two holes on a factory hardtop that are not set up for a soft top are in the dash. On the ends of the dash, by the doors are two holes that go nowhere. On a soft top these would be drilled out with the standard welded nut behind to accept the eye bolts for the door safety straps. Other wise, if you look in the back, you will see bolts in the upper tub lip and bolts in the tops of the rear fenders for the rear top framework. Also there is a row of holes in the top surface of the windsheild frame, hidden when hard top is on, for the front soft top peice.
After 75, soft tops are more rare, at least in North America, and all that I have seen, stock did not have the footman loops on them. Not sure about the interior hardware being preinstalled, but may be absent also.
My previous cruiser was a 74, not sure which month. It too had the loops and I never knew why. I actually thought they were just tie downs, I never paid much attention to the softops then. Now that I have a 75 and no loops, I wish I had them....
Judging by the photo Toyota must have put the loops on to make it easy to to hook a bungee cord to the bottom of the quarter panel to keep it from falling off! I'm so glad that our roads don't get salt here in Origone.
